The word is Punkha, not Punkah

The word 'Pankha' originated from 'Pankh', the wings of a bird, which produce a draft when flapped. Pankahwalah is actually islamisation of an Indian word, probably by the Europeans, mainly the British, who would regularly jumble up pronunciation of the words of the subcontinent.
