He Jing De → He Jingde – Pinyin is spaced according to words, not syllables (WP:NCZH). There doesn't seem to be a reason to spell He's name differently from convention, and "He Jingde" is the spelling that appears in established publications like the South China Morning Post, etc. ([1], [2], [3], [4], [5]). Some websites and articles do space his name "He Jing De", but this appears to be a general departure from convention on their part, not an exception being made for He specifically.
