Fair use rationale for Image:Bonopope.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.
Please go to the image description page and edit it to include a fair use rationale. Is subject properly described as "Dr." Martin?
[edit]A previous version of this article describes the Archbishop in several places as "Dr." Martin. Yet nowhere in the discussion of his education is there any mention of his receiving a doctoral degree. I have rephrased the references to avoid speaking of "Dr." Martin. But if any user has evidence that this title is appropriate, please insert a specific reference to the source of his doctorate into the article's discussion of his education. Thank you. - The short answer is yes. In Ireland and in some other countries, bishops are considered ex officio Doctors of Divinity. "D.D" is put after their name, or "Dr" put before it. However, the reaction of Nadt1 shows that it could surprise people in some other countries and is best avoided. Furthermore, in a Wikipedia article it is, I maintain, better not to use such title (or titles such as "Archbishop" or "Cardinal") repeatedly, when the plain surname is enough. Murphy Report section too long?
[edit]This article is about the archbishop, but I feel that the Murphy Report section has become too long. At present there are 16 paragraphs in that section. I totally agree it needs to be mentioned, but it needs pruning. I'm sure that some of the information could be moved to the Murphy Report page or to the Sexual abuse scandal in the Catholic archdiocese of Dublin page.
