The subject the image illustrates is incarcerated for life in Kigali, Rwanda. Records of detainees including images are not freely available, as is the case at times in the US. It is highly unlikely that such an image will surface in the future. Searches in specialized archives on the Rwandan Genocide reveal no results. Criterion 10b would no longer be violated if a "Non-free biog-pic" tag is added — to provide visual identification of a specific individual or group for whom there is no freely-licenced content, and who is deceased, or impossible or impractical to access. PZAJ (talk) 20:29, 21 March 2013 (UTC)
