Wikipedia fair use guidelines for fair use of magazine covers has been reviewed. On the basis of this review, it was determined that use of this image in the Charmaine Sinclair article was not fair, and it has been removed from that article. However, it seems well within the guidelines to use this image in the Fiesta (magazine) article itself. The fair use rationale, which is copied below, has been modified to reflect this use. it is a low resolution copy of a magazine cover;
it does not limit the copyright owner's rights to sell the magazine in any way;
the image on the cover is significant because it allows critical commentary on the magazine

Critical commentary

Fiesta is a popular, long-running British men's magazine. In the 1990s, the magazine frequently featured Charmaine Sinclair as its cover girl. A popular, strikingly beautiful and alluring glamour model, Charmaine Sinclair exemplified the type of model with which the magazine has branded itself.

Licensing

This image is of a magazine cover, and the copyright for it is most likely held by either the publisher of the magazine or the individual contributors who worked on the cover depicted. It is believed that the use of low-resolution images of magazine covers

to illustrate the publication of the issue of the magazine in question
with the publication name either visible on the image itself or written in the image description above,
