Usage on List?

Would the usage of this image as well as the current Fair Use images for Juan Pereda, Wálter Guevara, and Alberto Natusch on the list of presidents of Bolivia article be permissible under Fair Use for purposes of illustrating the head of state in question in a list of all heads of state?
