Of the two subjects, neither was a public figure or likely to have been freely photographed prior to the incident for which they are notable. One has been deceased since 1984 and the other is not a public figure or somebody who is likely to be widely photographed. Additionally, the appearance of both subjects in 1983 is important for side-by-side comparison and any free image that may exist or could be created could not represent what these people looked like at the time of the incident for which they are notable.
Minimal use (WP:NFCC#3) The image will be used in one article only and will be the only image of these individuals used in that article. The full view of both subjects' faces is necessary for side-by-side comparison, which is the purpose of its use.
