English: This is a photograph of the West and South sides of the Finance Building, looking across Commonwealth Avenue from the plaza outside the East Wing of the Pennsylvania State Capitol, in Harrisburg. The Finance Building, according to the Capitol Complex guide, was completed in 1939, designed by Gehron and Ross. The frieze around the top was sculpted by C. Paul Jennewein and features the names of several PA cities next to medallions depicting major economic achievements or activities of those cities. On each long side of the building the frieze presents a 'moral precept', the guide says. The one visible in this photo is "Confidence of Man in Man is the Fundamental Sanction that Upholds Every Secure Title to Wealth." That saying is what interested the photographer enough to take the picture.
