It is hard to form just estimatesin the midst of current affairs of such bewil-dering variety and magnitude. The pre-amble and twenty-six articles of the Cove-nant of the League of Nations were read andinterpreted by President Wilson on Friday,February 14, in a full session of the Con-ference. Final adoption will come at a laterperiod. According to ones hopes, ones fears,or ones point of view, the project as draftedis either gratifying or disappointing.
