The Mayor of Cambridge, Town Crier, and 3 city Bailiffs (in grey) and Serjeant-at-Mace (at back) listen as the Chief Executive of the Council reads the proclamation. "That all idle & evil persons within this Fair do depart forthwith upon pain of imprisonment". It is not clear what evidence would sustain a charge of Being Idle & Evil within Reach Fair.
