Purpose of use in article (WP:NFCC#8)	This file will only be used once. In addition, this file would serve the purpose to show that once the NISS provided personal security and their duties were transferred to the Republican Guard at a visual level. Which helps the article.
Not replaceable with free media because (WP:NFCC#1)	No images as of I could find demonstrate NISS agents on their duties, especially over a decade ago under CC-license(s) or public domain. Making me have to find a copyrighted work to demonstrate a critical piece of the article of the transition of power to one organization that being (NISS) to the Ethiopian Republican guard
Minimal use (WP:NFCC#3)	Only used once, and in addition a bot would lower the quality of the original image i gave making the last criteria meet.
Respect for commercial opportunities (WP:NFCC#2)	Wikipedia does not profit from pictures as a non-profit, its use would be minimum, and author credit to purchasers for image rights may find so in the descriptory.
