This is a 1920's mugshot of Chicago mobster, Jack Zuta. I believe this picture to be in public domain as all of the images and pictures included therin range between 1840 to 1920's and especially since this is a police mushot. Obtained image from http://www.chewednews.com/Pictures/zuta.jpg.
