The U.S. interstate highway shield is public domain. The NYSTA logo is by virtue of having been published prior to 1963 without a copyright notice (see here. If it isn't, the de minimis exception applies, IMO, as depicting it is not the primary purpose of the image nor is it the only thing visible.
