English: President George W. Bush and Former New York City Police Commissioner Bernard Kerik discuss the creation of police forces in Iraq during a joint address to the media on the South Lawn Friday, Oct. 3, 2003. "Four months ago -- four-and-a-half months ago, when I arrived in Iraq, there were no police -- very few, if any," said Mr. Kerik. "In the last four months, we brought back more than 40,000 police, 450 cars in Baghdad, stood up 35 police stations in Baghdad." White House photo by Eric Draper
