Description
English: General Peyton C. March, sometime after being recalled from France in early 1918 to serve as the U.S. Army chief of staff. He was appointed to this position because of his recognized abilities and ruthlessness, necessary in a time of national emergency. Note old-style telephone on expandable arm in left background.
