According to the Library and Archives Canada, this is a photo of a "Choir Group of Greeks in traditional apparel, Vancouver, B.C, September 1945." The costumes, however, do not appear to be traditional Greek costumes, and the flag above them appears to be a Russian tricolour.
Note: The accuracy of this description has been disputed; see here and here - they may be either Russians or Bulgarians.
