"Escudo no estilo português, encimado por coroa mural de 05 torres designando os distritos que são 6 e não 5 na verdade e são eles distrito Mangaratiba/ distrito Conceição de Jacareí/ distrito Itacuruçá/ distrito Muriqui / distrito Serra do Piloto/ distrito Praia Grande que é composto por Praia Grande e Sahy. As três estrelas em campo azul evidenciam os Municípios de Angra dos Reis, Itaguaí e São João Marcos, os quais pertenceram Mangaratiba; os tributos indígenas, arco e flecha em campo verde, falam dos Tamoios e Tupiniquins, donos da terra; em campo vermelho, o símbolo da companhia de Jesus, salienta atuação dos Jesuítas fundadores da Capela de Nossa Senhora da Guia; o mar ondoso em cores prata e azul carregado de um peixe-robalo, representa a riqueza marítima em pescado de qualidade; o café frutado lembra a riqueza do passado; as folhas da bananeira, a riqueza do presente; as datas 1534, época em que foram doadas as Capitanias Hereditárias envolvendo a região; 1813. A emancipação política por força da Lei do dia 11 de novembro; o escudo português em toda a sua plenitude lembra a origem lusitana de nossa Pátria."
