The map itself was downloaded from the Tiger Map Server Browser servicearchive copy at the Wayback Machine of the United States Census bureau. The FAQ states that "The Census TIGER data base is the source for maps generated by the TIGER Map Service. The data used to create the maps comes from the Census Bureau, an agency of the U.S. Government, and is in the public domain. Thus the maps you can download from this site are in the public domain and you are free to use them as you choose."
I have modified this map by lightening the colors and adding street names (in a different font than that provided by the Tiger Map Server Browser). I license this derivative work under the GFDL.
