Purpose of use in article (WP:NFCC#8)	Ordinarily a film might be represented in the infobox with art from its (for example) DVD cover or an image of its theatrical release poster. However, the topic of this article is not a completed film, but an as yet unproduced film project. Uru in Blue exists to date primarily as an archive of concept art, storyboards, and an uncompleted script. As the cover of the only official collection of this material issued by the original studio that created it (Gainax), it is the most representative image of the film project as it currently exists. Should the film be completed and released in the future, this image might be suitably replaced by a home video cover or theatrical release poster, as discussed above.
Not replaceable with free media because (WP:NFCC#1)	This is the unique, actual image of the cover described in "Purpose" and "Other information" as well as in the article text; no free media alternative is available.
Not replaceable with textual coverage because (WP:NFCC#1)	Anime is a visual medium, and this image, as the cover of an official release from Gainax, depicts the project as the creators intended that it be represented.
Minimal use (WP:NFCC#3)	This file is a 28KB image of the front cover of a CD-ROM, considerably reduced in size and resolution from the original cover.
Respect for commercial opportunities (WP:NFCC#2)	Because this image is only of the paper cover of an optical data disk, it does not use any of the actual contents of the CD-ROM itself.
Other information	The non-free use rationale of "official cover art" was not selected because the topic of the article is the Uru in Blue film project, rather than the "Aoki Uru Frozen Designs Collection" of which this is the official cover art. However, for the reasons described above, I believe this cover art is highly suitable to represent the Uru in Blue film project itself.
