During the Afghan Civil War of 1929, Habibullah Kalakani deposed Amanullah Khan. However, Ali Ahmad Khan, who had captured Qandahar from rebellious Shinwari a few months earlier, refused to recognize the new King, and created a rival government centered in Qandahar, which lasted from 17 January to 9 February 1929, and ended when a defector captured Ali and brought him to Kalakani. During his short-lived reign, Ali used this flag.

Source:
This flag is based on a flag found on https://web.archive.org/web/20020214052458/http://www.multimania.com:80/jolle/afg2.htm . It should be noted that this source seems to have made a mistake. It says that "The previous dynasty, expelled from Kabul by Bacha-i Sakaw, retained power in Kandahar. Aman Allah tried from there to recover Kabul without success." Bacha-i Sakaw is an alternative name of Kalakani, but the problem here is that Amanullah Khan's loyalists (including Ali Ahmad Khan) tried to take it back, but Amanullah himself was not involved in any of these operations.
