Raobahadur Narayan Dinanath Velkar was instrumental for Central library at Town Hall Bombay, The Bombay Association which finally culminated in The National Congress in 1887. He was one of the native commissioners along with three English gentlemen to look after welfare of the town of Bomay which was in course of time converted in present day Municipal Corporation of Mumbai.
