Pawan Reley[1] is an Advocate-on-Record in the Supreme Court of India.[2][3][4] He is also an author known for advocating for the rights of manual scavengers and sewer cleaners over the past nine years.[5][6][7] Pawan, along with former Justice J.R Midha of the Delhi High Court, has edited the Ninth Edition of B.V. Vishwanatha Aiyar’s Commentary on the Code of Civil Procedure, 1908, as co-editors.[8][9] Reley is also recognized as a TEDx speaker.[10] He was honoured by 5 Union Ministers, including Satish Chandra Dubey and Hema Malini, at Vigyan Bhavan in Delhi.[11]

Early life and education

Pawan belongs to a middle-class family from Panna, Madhya Pradesh. His father was a teacher at a government school. Pawan completed his schooling at a Hindi-medium school and graduated in law from the School of Law, Christ University, Bangalore, in 2015.[12]

Career

  • Reley's popular case covers the interpretation and application of Section 65B of the Indian Evidence Act, which governs the admissibility of electronic records in Indian courts.[13][14]
  • Pawan Reley has been advocating for the causes of manual scavengers and sewer cleaners on a pro bono basis for the past nine years. He is leading counsel representing sewer cleaner challenging the constitutional validity of the prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 before Delhi High Court.[15]
  • Reley has also argued on behalf of the petitioner, challenging the constitutional validity of the Unlawful Activities (Prevention) Amendment Act, 2019. Reley also raised the concern for non-appointment of Deputy Speaker in Lok Sabha.[16][17]
  • Reley fought for the rights of advocates where Delhi High Court held that Section 17 Of Maintenance Act Not A Bar To Advocates Representing Parties Before Maintenance Tribunal in Delhi.[18][19][20]
  • Reley represented parties in the In Re: Extension of Limitation case, which addressed the interpretation of the law of limitation during the COVID-19 pandemic.[21][22]
