Hsieh Su-wei and Elise Mertens were the defending champions, but chose not to participate together.[1] Hsieh partners Jeļena Ostapenko. Mertens partnered Ellen Perez,[2] but lost to Marta Kostyuk and Elena-Gabriela Ruse in the second round.

Kateřina Siniaková retained the WTA No. 1 doubles ranking by reaching the semifinals. Erin Routliffe was also in contention for the top ranking at the beginning of the tournament.
