2nd to 3rd person edits

Hi everyone, I carried out some copy-editing in July which includes copy tweaks and I tried to change the copy to a 3rd person tone that is more encyclopedic. taxes in other countries

This article seems pretty American-centric judging by the entire section dedicated to a specific IRS form.
