Request to start Mohamed Imran

The page Mohamed Imran is prevented from creation and can only be created by administrators. Imran Mohamed (also known as Kuda Imma, due to the similar names with Imran Mohamed who is commonly known as Imma) is also a Maldives national football team goalkeeper. I believe it is prevemted because of similar name confusion between the goalkeeper Imran Mohamed. Mohamed Imran was a back-up goalkeeper of national team until Imran Mohamed retired. Earlier this month, Mohamed Imran also retired from national team at the age of 29. I have also added Not to be confused with.. tag on Mohamed Imran's sub page by me.   • I've moved that draft to mainspace, although this isn't strictly the right forum to request it. The reason the page was protected against creation wasn't any sort of confusion with that other player, it was just that some person called Mohamed Imran liked writing articles about himself even though he wasn't remotely significant. Inactivity - Three year clause

I've been researching the inactivity policy, and I can't find the source for the three year inactivity clause. The original inactivity RfC from 2011 is linked nicely, but that RFC didnt mention the three year thing. Checking the diffs on this page for when that was added to the policy page(2013ish?), the only diffs I found referenced "the recent RFC's" but didnt provide a link (hint: permalinks are a GOOD thing) but so far I haven't had much luck tracking down the relevant discussion, which I would like to add a link to.
