opening of City Hall by Peterborough England Mayor

according to reference number 3, it says that the mayor of Peterborough England helped open City Hall. specifically it says "Premier Leslie Frost laid the cornerstone December 1, 1950 and City Hall was opened in October of 1951 by Ottawa mayor Charlotte Whitton and the mayor of Peterborough, England."

I do not know if this is a typo as Charlotte Whitton was not the mayor of Peterborough Ontario or the Mayor of Peterborough, England. The document makes no reference as to who this unknown individual is and I believe more information is required before adding in the mayor of Peterborough, England. according to Peterborough England website, the city was not formed or established until 1998. therefore, it would be impossible for a former mayor of Peterborough, England to have opened the city hall in Peterborough, Ontario as the city of Peterborough did not exist in 1951.

I have contacted the city of Peterborough Ontario for confirmation and they acknowledged on September 12th 2023 that the reference number three document incorrectly refers to the Peterborough England whereas instead it should say Peterborough Ontario.
